Wrong country by Paypal

I am Canadian, I opened business account, I provided the driver license number my Canadian phone number my Canadian address, and PayPal is insisting that my country is Qatar, I closed the account and reopened it again and still the same issue, what can I do to convince PayPal that my account is based on Canada!!!!!

I apologize for the frustration you're dealing with.
Please be sure that the country selected on the PayPal website is set to Canada. You can change this by clicking the flag button at the bottom of any PayPal page. I would also suggest clearing your cache and cookies, trying from a different browser, or trying from a different device.
If that still does not work, you might need to contact us.
You can reach us by selecting "Contact," at the bottom of any PayPal page.
