Why the hell am I not allowed to have a "?" when creating a password for paypal.

I know it's a petty issue but when creating a PayPal password you can have most ascii characters, however the "?" is not allowed. Anyone know why? I'm guessing the developers forgot to put it in and now they can't really change it without possibly **bleep** up the password database or something. I use password generators to make my passwords long and strong and I was confused why they were not working. Turns out PayPal doesn't allow question marks in passwords. LOL
