Why it is not possible to change the country in the billing address information?

Due to the current situation I had to temporarily change my location, now one of my cards has different billing address (including country). In PayPal I cannot change the billing address country. Is it possible to do it without creating new profile or some other monumental changes?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
