When I login it says "we couldn't confirm its you"

I am experiencing a problem whent trying to access my PayPal account cannot verify that it is me when I try to login

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
Also make sure you have verified your i.d. in your paypal account if paypal have requested it.

Unhelpful. Yes, I believe I have a UK phone registered, but if I haven't then how do I ever manage to login to add it......? Chicken and egg.
