Why can't I close my account on PayPal?
You cannot close your PayPal account if there are any pending payments or excess money kept in the account. The process for deleting both business and a personal PayPal account is the same
How do I force PayPal to close my account?
Delete Your Account
Log in to your PayPal account.
Click the "Profile" link and click "My Settings" from the menu in the left column.
Click "Close Account" in the Account Type section.
Select a reason that you want to close the account from the list provided.
Click the "Close Your Account" button.
