Trying to verify my PayPal business account, but this download link doesnt work

Hey,

Im trying to verify my PayPal Business account but so I can do transactions again. I have a problem with the verify license part. When trying to verify license the allows the account holder to use the account on behalf of the organization and click on the given template. It forwards me to 404 page not found page. Can someone help me, I cannot find the template on the Internet.
