Trying to send info to Paypal get Error in the "Sending your information to PayPal" page

When I go to the "Sending your information to PayPal" page and I enter and upload the requirement information. I then hit the send file button and I get  "Something's Not Right."  Why is this not working?

I see you're facing issues uploading your information on PayPal. In this case, you can try to login to a different browser using a computer. Make sure you clear your cache, cookies, data and a secure connection. If you still face issues, it is recommended to contact PayPal directly and we should be able to help uploading the files/information for you. I hope this is resolved soon.

I'm having this exact same issue. No matter what I do, clear the date and the cookies, it won't let me send in my information.
