Have you completed all the I.D requirements?
Are you using a VPN?
Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?

They said it was because I updated my phone number. Now I wish I didn't update it til after I got my money. Thanks Paypal. lol
