I created this account when I was in the US as an underage international student. My dad sent me money through PayPal ($100 but 5% tax so the amount I would receive is $95) but I never received the money because it asked me to confirm my identity first in order to get the money transferred to my PayPal balance and I couldn’t do that for I’m not a US citizen, I don’t have an SSN or ITIN number. I want to close this account so that I can create a new one to use in my country (Vietnam) but I still don’t know how to get the money out.

If it was an illegally made underage account made in a country where you no longer reside then I have doubts you will be able to access those funds.

However only customer services can help you on this one.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
