Paypal Balance Account taking longer than normal?

[Horrendously]

So about 2 weeks ago I signed up for a paypal balance account, I added the required identity and the stuff it asked for but its been 2 weeks and still it hasnt been confirmed? It just constantly says being reviewed. Should I call or how should I deal with this issue?
