PSD2 Strong Customer Authentication

So i have another PayPal account that asks me for PSD2 Strong Customer Authentication. I press login but it asks for a code to confirm it's me to get another code to login, but i need to login to get a code so that i can login again why. I can't even delete the account abomination

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
