No human contact or email option for name change issue

I have attempted to change my name which has been changed legally.
I have government documentation showing both the old and new name and as I can only upload one other document I uploaded my Drivers Licence with my old name and a photo as the new temporary licence doesn't show a photo.
It was rejected with no option to respond.
How do I contact PayPal or do I have to wait 2 weeks for my new licence to arrive?
For Australia in contact us there are no phone numbers, the only contact page is for disputing transactions and the just like texting box is an automated bot that in this case is absolutely useless.
How do I follow up on this issue with an actual human?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
