Limits can be "lifted", but can I reduce my payment limits? If not, why?

It's HIGHLY unlikely I'd ever use PayPal to make a multi-thousand dollar payment.
Why wouldn't I be able to reduce the limit on my account to, say, $1000, rather than risk having a fraudster clean 10 or 15K out of my bank account?

Welcome! This is a great question. Unfortunately, we don't have the option to put a specific upper limit for a transaction on your account. However, you can enable 2-step verification on your account to provide more security. Here's how: How do I turn on or off 2-step verification for PayPal account login?
