I understand your concern about linking PAN to a bank account. A PAN card is compulsory and is required for doing most financial transactions. It is mandatory to link your bank account with PAN. Individuals who do not provide their PAN card information will not be able to send or receive funds in the PayPal account unless you have entered PAN card information along with the bank details.
