I am retiring soon. My successor has been hired and I'd like to transfer my PayPal (business) account to him. This account is not heavily used (less than one transaction per month average). Would it be easier to just establish a new account using my successor's email address?

Yes, the best thing to do would be to open a new PayPal account using all your successors details ie: Email address, phone number, bank account and credit card details.
This will ensure there is no crossover of information which is correct and valid for the new account.
