How to login\decommission an old account I can't log into?

So my wife has an account she can't log into, it gets to the "we'll text you at some number" part. But she hasn't logged into paypal in like 10-15 years. Whatever number that is, she doesn't have access to it anymore (doesn't even look familar) even, and that long ago she never even had a cell phone, so whatever it was would have been just a regular land line. But moreover she's concerned she might have been hacked and that's someone elses phone number...
I can't contact paypal to fix this because it keeps prompting with that number, what should I do?

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
