Fraud, I have a repeat abuser of my service,

Hello, 

I have an abuser of my service online, he keeps registering for trials and stealing my content, while I have to keep running after him, cancel him and refund him.  

How can I block him  please, from using Paypal again for registration.

Thank you for your help, but it did not get me very far as the person I try to block is making payments through a subscription and I can't find him through the 'contacts', so I don't know how to block him.
