Forced to resolve a PayPal issue via a voice call. Voice is impossible and unacceptable to me

I am being told that the only way to resolve a PayPal issue that I am having is via a voice call. Voice is impossible and unacceptable to me. Is there an alternative?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I am in the U.S.  The help/contact button was clicked, and when trying to get my

issue resolved, I was explicitly told by PayPal's robot that live chat is not an option

for my particular issue, and that my only option is via a voice telephone call.

 

My issue involves a new PayPal account that I am trying to set up, and not this

current PayPal account which is associated with this PayPal Community account

that I am using.

 

I tried to chat about that new-PayPal-account issue using the chat facilities for my

currently active PayPal account, but the chat robot keeps repeatedly telling me that

the issue cannot be resolved via live chat and that voice help is my only option

besides any fixed content that might already have been posted on line in the

Help section ... none of which addresses my issue.

I neither have a Facebook nor Twitter account.

 

I am considering writing an email to the CEO of PayPal in hopes that someone in his

office will read it and offer me an alternative way to resolve this issue, other than

via a voice phone call, Facebook, or Twitter.
