Email from paypal - 2 step login has been activated.

I received an email saying 2 step login has now been activated for my paypal account. 
I did not activate it. Now I cannot log in to my account.

Does this mean my account has been hacked and my funds could be stolen?
I have changed my password but is this enough? Do I have to speak to someone at paypal to fix this?

I am sorry to know about the trouble you're experiencing with your account. I'd recommend reaching out to our Customer Support to request a new card. You can reach Customer Support by clicking Contact at the bottom of the PayPal website.
