You are allowed x2 paypal accounts as long as x1 is personal and the other x1 is business.
You can't merge 2 accounts but you could close x1 and then add that email address to the other paypal account.
You can have up to 8 email addresses on the x1 paypal account and receive funds on any of them as long as they are all confirmed.
