Cannot login with correct credentials, keeps returning to login window

During login after entering the correct email and password the browser just refreshes and asks me the same, seem to be unable to login at all because the login keeps going in circles.
Any tips here?
Tried on my phone as well as laptop

I know how important to access your account. I recommend you to clear cache/cookies and unplug there wifi/router box, leave it unplugged for 5 minutes and plug it back. Once it has rebooted to try log in again. If the issue persists, please contact our support team by clicking the "Contact us" option at the bottom of PayPal page.
