Can't log into app on mobile device that I have the password and email for.

Welcome to the PayPal community! I'm sorry to hear that you are facing an issue with the login on the mobile app. I would suggest you update the app to the latest version and see if it works. If it doesn't work, try logging in using a desktop or a laptop and switch browsers. 

If you are unable to log in on any device, I would suggest you reset your password hopefully it should work. If you are unable to log in only on the mobile app, I'd recommend reaching out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page for further assistance.
