Can I close my account after it has been permanently restricted?

My account has been closed because I was not 18 when I made it. Is it now possible for me to close that account, and use the same email for a different account, with a different card attached?

Sadly not, you can't remove any information from an illegally opened underage account that has been permanently limited.

Also you would need to ask paypal if you can open a new account, as you have already broken their rules once there is no guarantee that they will let you do so.

Always best to check first so that you don't get a second ban, good luck.
