Having problems with filling address PayPal doesn't have city name and state name that why unable to fill Full address issue with verification.

You should close the account and then start over with the steps below because your forum profile does not even say what country you’re posting from only account type so there’s some glitch.

Go to the PayPal Worldwide page: 

https://www.paypal.com/webapps/mpp/country-worldwide

Click your country’s Flag.

Click Sign up, top-right corner of page.
