2 way authentication doesn't work. Locked out of my account. No official support.

2 way authentication doesn't work. I try for more than 12 hours with no result.
Locked out of my account.
First attempts I receive message "Something going bad on our side - Try again later" (or something like this)
Last 2 hours I get message "we can't confirm that you are you" (or something like this) But system don't even try to send me 2 way authentication code. Directly "you are not you"
No official support. Phone center is closed until tomorrow. No way to contact via email.
Is there something I can do?
I need URGENTLY access to my account in order to make payments.

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
Advice is voluntary.
