security limitations wont lift?

Hi, PayPal have asked me to confirm my identity by limiting my account and asking me to folllow 3 steps to confirm my identity. This is fine, I have completed all 3 steps, but for some reason, despite doing it twice the resolution centre is still saying I need to verify with the automated call. I have done it twice and took the call, entered the pin and the auto message said completed, bit its not updating on my account and its still limited????
