US Bank Account - I am from Romania

Hello every one, firstly I'm sorry for possible gramatical errors, I'm obviously not a native english speaker.

So, my account is blocked for received more then 2.500 euro in last year.

I have to proof my adress and identity.

I send a telephonic-bill and my identity card.

The problem is: when i attach "proof of adress" - telephonic bill, there's  show : Link a bank account. Not "Proof of adress".

So i need to Link a bank account, my profile it's 80% because of this. 

Ok, i go to "link a bank account" and i have a single option "Ad your US bank account" - but how to add a US BANK ACCOUNT if i am from Romania? How to proof my adress if i dont have bank account. But i can't link a bank account because they ask for US one, and I;m from Romania. And again, and again

Do you have a Romanian paypal account or another countries only you are talking in euros and i did not think that you used euros in Romania.

In Romania isn't euro, but my account is in euro, yes. No problem untill now, but now my account it's blocked. here's the problem,how to get full acces again.
