Negative balance amount

Hello ,  i getthis message when i try to pay something on ebay:

Your PayPal account has a negative balance amount of $24.68 USD. To complete this purchase, this negative balance amount or a portion of it may be added to your payment total.

When i click on confirm and pay option i get this:

We couldn't process your PayPal payment

• If you get this message more than once, please contact PayPal customer support for further assistance
• error 70020

I have an open dispute with one buyer. Will this problem will be solved when i solve this dispute?

It sounds like there is a negative amount on your balance due to the open dispute on your account. The denial message you're seeing could be for a few different reasons - our security system could be stopping your payment, or there could be a denial from your card issuer.
