How can I get my blocked Money Back?

Hey Its Norton,

and Im Having a Problem with my account, im Limited and I have a certain amount of money that is blocked. I need help on how to get it back. I've contacted Paypal and They said that it would be available today 18/02/2016, so I could make a transafer, but they did not even Notify me  😞 what can I do? I really need my money back!!!!!
