Error when adding bank account

I have just set up a paypal account and while trying to add a bank account this is the error message I get ...
"We were unable to process your bank account registration at this time. We apologise for the inconvenience. Please try again at a later date."
Is this something I have done wrong or is paypal having problems at the moment?

This message sounds like a temporary error. I would recommend that you log on to your PayPal account and try to add it again.

I have had this all day i can not get a bank of my paypal that is i get is the error

I've already got a bank account set up but want to add another and haven't been able to. This has been going on for at least a month. I e-mailed and they said it's a known issue.
