Electricity bill not accepted for account verification

Hi there, I've just uploaded my electricity bill for account verification purposes. It's the standard goverment-agency issued bill which every resident of Mexico gets in the mail. Obviusly, It does have a date, in fact, it appears in three different places in the document. However, paypal rejects it telling me that the document has no issue date. 

Please help me, what should I do next?

Why not upload it again but circle the dates first?
