Cant verify the credit card

I am from Vietnam. I register paypal with Vietnam bank AMEX. I want to verify my credit card and they charge me 2 times already the 1.95USD. But on my statement doesnt show up the 4 digit code as instruction. It showed PAYPAL AMEX MARK PPPL LA VISTA 840. I cant not verify the card nor get the money back. Please help at least to verify or get back the money autocharge
