No access in the " managing conflicts "menu to "signalling a conflict"

In February I made a purchase on line - I didn't realize that there was a recurring fee and no real service or product in return.
In the meantime, my computer was stolen and I lost my documents & the purchase info & links.
I made a formal complaint by email and the person kindly replied but no other steps were made to provide me with the refund I requested.
I live in France and for some reason, there does not seem to be any possibility for me to create a "complaint" in PayPal - even though I have had access to it in the past.
I finally ended up refusing to pay the vendor via PayPal - but that only takes care of the last month's debit to my account 18€77 (instead of the TOTAL amount of 7 X 18 € 77 =126 € 39)
Any suggestions for how to resolve my conflict will be most appreciated.

If the previous payments weren't refunded it may be that the case for unauthorised transaction wasn't accepted? Usually an email will advise you of this. It's still worth contacting the seller in your case however if you didn't avail of the service offered and didn't notice the monthly charges.
There is a 45 day limit on opening a claim which rules out that option.

Thank you very much for this return.
Please find below the mai exchange I had with my vendor in May when I noticed the recurring charge (with nothing in return since my computer had been stolen)
I sent another email in august when I oticed that itead my account being credited it had been debited again.
I sent the refernce but I do not recall ever receiving any answer.
Therefore, I would truly appreciate any suggestions for treating this situation.
