Merchant Account is not able to process transactions error when using soapbox

I have upgraded my Sandbox to business PRO, but I am getting  "This transaction cannot be processed. The merchant's account is not able to process transactions" when trying to process payments.

 

Here are some of the fields from my response object:

Ok, the new account was not migrated to PRO, I did now and should be able to go. In case you still receive an error please share the full API call and the full response.

Hi, the sandbox account has PRO disabled and the error is about PRO not enabled on the caller account. Just create a new verified Business Sandbox PRO account and it will work.

 

- Login or Signup into developer portal at https://developer.paypal.com
- Click on Dashboard on the top of the page
- On the left column click on "Accounts" under Sandbox
- On the top right corner click on "Create Account"
- Fill in all the details:
    > you can choose any country in the drop down menu "Country"
    > select a Business account that would simulate a seller or a Personal for the buyer
    > enter a test email and a password
    > Optional, enter a name/surname
    > enter the balance (you can enter any amount, it's a test account)
    > select YES on "Bank Verified Account" so that your test account results verified
    > select a credit card
    > Just press "Create Account"

 

In order to enable PRO in Sandbox please follow these steps:

- Go to https://developer.paypal.com
- click "Login into Dashboard" on the top right corner of the page
- Log in with your PayPal credentials
- Click on "Accounts", beside "Sandbox" at the left-hand side of the page
- Click on the gray arrow beside the account you want to upgrade to PRO
- Click on "Profile" under the email address
- Click on "Upgrade to PRO", near to "Account type"
- Click on "Enable" in order to confirm your request

Thanks for your help. After following your instructions I now have two Business PRO accounts. The one I had when creating this post, and a new one created by following your instructions above. I am still getting the same error when trying to place an order to either Sandbox account.

 

Do you have any further advice?
