Cannot get API credentials

I've been at this for 2 hours now, just to get an api username, password and signature, is it really worth all the hassle i wonder?
I have a merchant account but I cannot log in to sandbox as it doesn't recognize my email address for some reason, yet I can log in to paypal.
So in paypal I select ALL TOOLS. then API credentials, then Manage API credentials but most of the time the page doesn't redirect properly and I end up with a blank, or on the odd occasion that I do get to the page, when I click the agree and continue button, it just spins endlessly.
How am I supposed to accept payments without an API? I'm using this with a WHMCS a billing platform for web hosts, does anyone have any idea where I can get the API info I need, or why I can't log in to sandbox? Thanks
