Account limited, no answer from a human just automatic responses

Hi all, I moved country so I need to transfer my funds to my local paypal account but my account still limited and I receive no answer from paypal, just automatic messages from a bot repeating to follow instructions that lead me to nowhere, how can I get a human to answer?
