As a buyer you never need funds in your paypal balance as long as you have a funding source linked to that paypal account.
When you pay a seller they are credited instantly by paypal and then paypal takes the wait for your funds to transfer to pay them back BUT if you pay with a bank account they only do that if you have a back up card linked to your paypal account as well to reduce risk to them.
If you don't then it will go as an echeque and you will have to take the wait for it to clear through to the seller.
You can change your funding source by clicking on ''change'' during checkout and selecting a card if you want to and that will be instant.
