I can't add a Bank

Hello PayPal,

I'm not sure If it is a maintenance but I can't add a Bank on my account. The name of the bank is EAST WEST BANK. I already fill out the bank code, account number, etc.. and this error shows up: http://prnt.sc/e8ygxs

Any solution please? I already add my debit card from the same bank but I just can't add the bank itself.

I still dont have 4 digit code for verify my debit card.
