Authorize & Capture later payment PayPal - Saudi Arabia country

I would like to do authorize payment first and later on based on approval/rejection by the respective admin user, the payment would be captured later.

What process should i follow?

I created the business Paypal account. Please check above link, how should i proceed further?

FYI, the website is based in Saudi Arabia country.

What should i take care in integration and implementation?

please guide step by step.
