Nothing happens after I pay for my shipping label. It says that the buyer and myself will receive notification and it shows me the tracking number, but nothing pops up so I can print the label. Any ideas?

Sounds like your web browser is blocking set to popups and/or you need a newer version of Adobe Reader.
One way to test your current web browser is go to the actual USPS web site, click on Print a Shipping Label, click on System Requirements, click on Test Your System. If you can print a test label here, you can print one through your PayPal Account.
Another option is to try another web browser.
