He changed his Ebay ID every time after he lost registration on Ebay but he used same PayPal email and used it
to cheat the seller taking back maney

Same guy tried to scam me around Christmas. I ordered 5 items and he shipped one. He won the dispute on PayPal but LOST the dispute with the credit card company. Just a reminded that when dealing INTL......use a credit card!

Now this guy asks me to send him my mail address via PayPal dispute to return one item from transaction of 5 items .
It is strange for me as he must has my address on receiving envelope.
May be he lost it?
Any way Can he use my mail address to open chargback for credit card
after he close PayPal?

He can initiate a chargeback without your email address - he just needs to find the right debit entry on his credit card statement.
Probably wants to add your email to a list of spam addresses.
I wouldn't do it.
Just cut off communication completely.
