problem using button email link - not directing to payment page (last action cannot be completed)

When I enter the code for an email link into an email and send it, the link is not working.
For instance, I have sent the following text in an email:
"We have not received a registration payment from you. Before we can register you, you must make a payment via paypal at https://www.paypal.com/cgi-bin/webscr?cmd=_s-xclick&hosted_button_id=10242683."
The link is copied and pasted directly from the email button code and should lead to our Paypal payment page.
BUT, instead when clicked it goes to a page that says "Sorry - you're last action cannot be completed". Like this one:
Anyone have any ideas why or how to fix it?

Yes, I didn't notice until today when I was on the phone with support, but there are two tabs, above the code you copy and paste, one for buttons, and one for email. Click on the tab for email and use that link.
