I filed a dispute on 12/26 through PayPal for something I paid for on 11/17. The item is only $17 but I have not received a response yet from the seller, who has been reliable in the past.
I don't want to push too much but at what point would it be time to go the next step with PayPal?

I would say you have waited long enough. Move to the next step. Sometimes companies will put you off until they realize you aren't giving up. Also, if you wait too long, you could lose the chance to do it. I think there is a time limit.
