After working for 30 minutes to find a way to change the "current view : USPS : United States" to International, and after searching forever on the help files and FAQ's, I finally went to Google to search for the answer.
One search on Google is all it took to find out that the Paypal multi-order shipping tool does NOT support international shipments.
Sad that Google provides better customer service for paypal than paypal.
Next time search Google for the answer first. It seems to work best for me.
