does paypal require items be shipped before the account is creditted?

The standard practice is to ship the item or items after the funds are in your PayPay Account.

The exception to this practice is if your funds are on hold because of the Policy.   Then you must ship the item or items first.  Make sure you read the Policy carefully as it explains when/how the funds will be be released.
