calculating shipping from the cart

Deco Jug ship wt of 4#    my ship pref is by weight so this would ship for $12

If customer adds one for a total of 2 deco jugs in the cart.... 

will the cart use the total shipping weight of  8# to calculate a charge of $15

or

will it double the charge a item and charge $24 for 2 4# items....

if so... how can I code to make it go by the total weight of the cart items..
