I have an item listed and am offering to ship to Canada, which I normally don't. Someone asked if he/she pays via PayPal, if I could ship to a friend of his/hers in the USA. I asked if they have a confirmed address and the response was yes. Do I smell a rat?

If this is on Ebay I believe you are covered under their new rules. I don't know how far you are covered or how long it would take to recover funds if it were a scam but I believe the need to ship to a confirmed address from an ebay say is no longer required if it is within the U.S..

You could be scammed if the alternate address isn't registered as an alternate address in Paypal.
You MUST ship the item to the address on the payment advice to get SPP.
If the buyer will arrange that address to be the friend in Philadelphia, you're good to go.
