Student Account Multi shipping tool

I created a student account for my son and want him to be able to use the Multi shipping tool.  It says I need to change the permissions to allow him to use it.  There are no settings in permissions for shipping.  Anyone else have this issue??

Contact Tech Support by opening a Support Ticket here.   They can take a look and tell you what's going on.
