Setting up international shipping regions/zones in Paypal's Shipping calculations

On this page: https://cms.paypal.com/us/cgi-bin/?&cmd=_render-content&content_ID=developer/e_howto_html_ProfileAnd... , under Shipping Regions, it clearly says that I can setup international shipping regions, such as Europe and Asia, but when I actually go to the Shipping calculations pages under My Profile, I don't see a way to group/organize different countries into zones. Unless I'm missing something...
