After I log into paypal I get the following message:
Security Measures
We are currently performing regular maintenance of our security measures. Your account has been randomly selected for this maintenance, and you will now be taken through a series of identity verification pages.
Protecting the security of your PayPal account is our primary concern, and we apologize for any inconvenience this may cause.
Credit Card Information...
then it lists my credit card with XXXX for all but the last two numbers, and it has a blank to enter my entire card number.
I didn't do it. And when I check on two of my other paypal accounts, they had the same message. Seems strange that all three would be 'randomly selected'
I sent a message to spoof@paypal.com and got a generic response. Meanwhile, I can't login to my account because I refuse to enter my card number.

Yes, it's happening a fair bit right now.
The section that requests your credit card number is actually a drop-down box - you can select the last X digits of your bank account number ( which is on every check you've ever written, no biggie), or use the security questions. As long as you've gone to Paypal directly through your browser and not an email link, you should be fine.
NEVER sign in to your Paypal account from an email link.
And, to make your Paypal account bullet-proof, visit the security center in your Paypal account and buy one of their security keys for $5. It puts a separate, randomly-generated numerical password on your account that changes every 30 seconds and cannot be hijacked, even if the scammer has your password.
